Provincial Nominee Program Canada overview

In Canada, the PNPs (Provincial Nominee Programs) provide the respective territories and provinces with the power to select candidates who want to settle in the country. Apart from Nunavut, each territory and province in Canada has got a PNP. These territories and provinces have signed a deal with IRCC (Immigration, Refugees and Citizenship Canada) to choose the immigrants as per their preferences. They consider their business requirements or labour needs while selecting these candidates, ensuring that their establishment remains successful.

In 2015, the Federal Express Entry Immigration System came into force. It was during this time that almost all the PNPs came up with at least one immigration stream allied with Express Entry. The candidates can take advantage of the ‘Express’ processing through the nominations they get under this Express Entry system. While the processing period for non-aligned streams is longer, these candidates can obtain it in just 6 months or less time.

Immigrants prefer the Provincial Nominee Programs for three prime reasons to get permanent residence:

  • Some candidates do not have adequate CRS points to obtain an ITA (Invitation to Apply) as they are in the Express Entry Pool. These immigrants can obtain an additional 600 points with a provincial nomination. In the process, they can obtain the ITA seamlessly.
  • The immigrant might have received an offer for job from one of the recruiters in the province.
  • The candidate might be in the province already, having finished studies, or temporarily engaged in work. Evidently, this situation makes the person eligible for the nomination stream in the province.

How does this program work?

Under the network of this program, the three Canadian territories and ten provinces can nominate skilled candidates as workers to get admission to the country. Here, the specific skills are considered, as per the requirements of the local economies. Candidates who turn out to be successful receive a territorial or provincial nomination. These candidates thereafter become eligible to apply for a permanent residence in Canada through authorities entrusted with federal immigration responsibilities. In all the provincial programs, this works as an important ingredient.

In each territory and province, there are certain streams. The territories and provinces may be targeting the following people under each stream.

  • Skilled workers
  • Business people
  • Semi-skilled workers
  • Students 

The Express Entry process

This is the online process, and immigrants can choose from two application options:

  • Firstly, they can contact the respective territory or province and submit an application for nomination. In case they obtain the nomination, they can simply create the profile for Express Entry.
  • Alternatively, they can create a profile for Express Entry at the beginning and indicate the territories or provinces that they are interested in. Once they receive the ‘notification of interest’ from one of the provinces, they can establish a direct contact. In case you are nominated, you can accept the offer electronically.
